THE FEDERALISM PROJECT
With support from the Charles Stewart Mott Foundation, Cross & Joftus is examining whether the federal education policymaking process fosters or impedes federal, state, and local capacity to improve education outcomes for children and youth. Our focus is on identifying opportunities for coordinating education equity programs so schools and communities can work together more effectively to meet children’s education needs.

Included in this project are:
• A written and web-based inventory of federal programs related to improving children’s education outcomes, including the federal agencies and congressional committees with jurisdiction over these programs;

• A literature review to identify past efforts at coordinating federal education services for children and an analysis of their outcomes;

• Write-ups of interviews with a geographically representative group of state officials, community leaders, and policy experts to identify barriers to coordinating children’s education services and ideas for overcoming them;

• A report that integrates findings from the inventory, literature reviews, and interviews to make a preliminary set of recommendations;

• An invitational conference to present the project’s findings to policymakers and other influential leaders, obtain their feedback on the preliminary recommendations, and begin the process of securing their buy-in to necessary reform; and

• A final report and a public event to unveil our findings and recommendations, followed by dissemination of the work through print and electronic media and further strategic engagement with relevant policymakers and stakeholders.

Full roll out of this project will depend on additional funding.
