SCHOOL SYSTEM IMPROVEMENT
Our firm helps states, districts, and schools increase student academic performance by conducting an in-depth systems review to identify tasks, functions, and programs that require attention and change. Technical assistance is then provided as reforms are implemented and communicated to the public. A new Cross & Joftus approach to school system improvement, The Learning Network, builds capacity at the school, district, and state levels to improve the quality of education all children receive.

Cross & Joftus conducted management reviews of several school systems—including many districts in Kansas as well as the State Education Agency, Charlotte Mecklenburg (North Carolina), Philadelphia (Pennsylvania), and Rogers (Arkansas)—to identify strengths and challenges related to ensuring all students receive a world-class education. We also helped these systems improve by providing recommendations and/or helping develop a strategic plan for improving student performance and closing achievement gaps. We take a collaborative approach in our work, because we believe participation by all key stakeholders in the needs assessment and strategic planning process is critical to ensuring buy-in and building the capacity of educators, administrators, policymakers, and the community.
